Supporting Cambodia to advance their NAP Process

Introduction

Status of assistance to Cambodia for their NAP process:

 

  • With assistance from NAP-GSP, the Government of Cambodia organized a side event in COP 21 on Adaptation Finance: what countries can do to scale up adaptation finance on 3rd December 2015. Tin Ponlok (Cambodia, Deputy Director General at Ministry of Environment - Climate Change Alliance Trust Fund Secretariat), in his opening remarks, emphasized the importance of scaling up adaptation finance for LDCs.  Sum Thy (Cambodia, Director of Climate Change) presented the Cambodian’s climate change finance framework. The side event highlighted the opportunity that the NAP provides to coordinate efforts and scale up adaptation measures to target communities.
  • NAP-GSP in collaboration with GIZ assisted the Climate Change Department with a stocktaking and NAP road-map formulation. The results have been incorporated into the Cambodia Climate Change Alliance work plan.
  • A NAP Country Briefing has been developed to showcase NAP progress in Cambodia.
  • The Ministry of Environment requested a joint NAP-GSP/GIZ NAP-process stocktaking mission to Cambodia, which was undertaken in February 2014. The missions objectives were to provide recommendations as follows: For joint activities and programming across sectors and themes; To improve the existing planning and implementation framework; and for a roadmap for the NAP process in Cambodia.
  • At the NAP Expo in August 2014, HENG Chan Thoeun, Ministry of Environment presented the‘Road Map for Advancing Cambodia’s National Adaptation Plan Process’

The areas of focus for the NAP process identified by the government include: 
  • Filling the gaps or bridging the intersection between the climate change action plans of line ministries and the CCCSP (e.g. aspects of the CCCSP not covered by CCAP);
  • Technology needs assessment for the implementation of the priority actions for adaptation identified in the CCAP;
  • Capacity building of the climate change secretariat for coordination and policy development;
  • Development of joint implementation programmes or schemes between line ministries drawing from the priority actions identified in their CCAP;
  • Building synergies between adaptation and mitigation using priority actions in the CCAP.
  • The development of the NAP road map has been supported by the NAP GSP in collaboration with GIZ. The road map suggests three work-streams for steering the NAP process and six strategic cross- cutting  issues that need support:
  1. Inter-sectoral coordinated implementation;
  2. Data  systems and analyses;
  3. Support financing systematically;
  4. Capacity development and vertical mainstreaming linking national and sub-national levels;
  5. Overall steering of implementation and evaluating effectiveness (M&E);
  6. Qualitative mainstreaming

  • The Ministry of Environment requested a joint NAP-GSP/GIZ NAP-process stocktaking mission to Cambodia, which was undertaken in February 2014.

The missions objectives were to provide recommendations as follows:

  • For joint activities and programming across sectors and themes;
  • To improve the existing planning and implementation framework;
  • For a roadmap for the NAP process in Cambodia.

The preliminary recommendations of the mission were: 

  • Strategy development for mobilizing added value (e.g. strengthening joint implementation, financing) to the NAP process in Cambodia;
  • Launch of the NAP process in Cambodia through an Inception Workshop;
  • Adoption of specified NAP Strategy and a confirmed mandate;
  • Communication of the ‘Cambodian NAP’ to the UNFCCC/LEG Chair and at international level;
  • Development of a comprehensive vulnerability assessment, including the selection of models and time frames for scenarios.
 
  • The report of the stocktaking mission will be submitted to Cambodia by the end of March 2014.

Previous discussion on NAP support

  • A delegation from Cambodia attended the NAP-GSP Asia Regional Training Workshop in Pattaya, Thailand, Feb 2014.
  • A meeting at COP19 was held on 15 Nov 2013 that discussed potential ways forward on support from NAP-GSP, UNDP, UNEP and GIZ.

Economic contrasts at Tonle Sap - CambodiaThe NAP-GSP and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) held a mission to Cambodia in February 2014 to support the NAP process. The mission was undertaken following the request of the Ministry of Environment (MoE) of Cambodia.

28 February 2014:  The overall objective of the NAP-GSP/GIZ technical support mission was to undertake a stocktaking of adaptation initiatives relevant to national adaptation planning in Cambodia and to identify aspects which require strengthening to potentially support the NAP process. The joint NAP-GSP/GIZ team examined Cambodia’s options for a NAP process, together with the MoE and other key actors, including the Ministry for Economy and Finance and the Ministry of Water Resources and Meteorology.

Cambodia has recently launched its Climate Change Strategic Plan. This together with other respective sectoral strategies and plans will need to be closely aligned to the NAP process. 

Based on the results of this stocktaking exercise, the MoE will be assisted to develop a road map for the NAP process. This road map will help to determine additional technical advisory needs, assign stakeholders for technical cooperation and develop a timelime for the NAP process.
