ABOUT

Under Article 13 of the Paris Agreement, Parties are required to track the progress they make toward implementing and achieving their Nationally Determined Contributions (NDCs) using both quantitative and qualitative information. The information needed to track this progress is further defined in the Modalities, Procedures and Guidelines (MPGs) as a part of the Biennial Transparency Report (BTR), the new reporting requirement, which Parties are expected to submit no later than the 31st of December 2024.

OBJECTIVES AND TOPICS COVERED

This online event focused on experiences and resources for addressing the reporting requirement of the chapter III of the MPGs: Information necessary to track progress made in implementing and achieving nationally determined contributions under Article 4 of the Paris Agreement.  During the event, participants became familiar with the requirement to compile this part of the Biennial Transparency Report, countries shared their challenges and experiences in addressing this reporting requirement. FAO launched the newly developed NDC Tracking tool, an excel-based easy-to-use instrument to support countries in collecting the information required to address the elements of section III of the MPGs.

The main objectives of this webinar was to:

  1. Highlight the provisions of the section III of the MPGs
  2. Share experiences, approaches and challenges from countries who have developed their national NDC tracking tools
  3. Launch the FAO NDC Tracking Tool.

The main target audience of this webinar included the whole transparency community. This event was part of the webinar series “Addressing transparency in agriculture and land use sectors” that aims at increasing awareness and understanding of the Paris Agreement's Enhanced Transparency Framework (ETF) and its modalities, procedures and guidelines (MPGs).

BACKGROUND

Under the Capacity Building Initiative for Transparency (CBIT) fund of the Global Environment Facility (GEF), FAO launched the CBIT-AFOLU programme to support countries in meeting the Enhanced transparency framework (ETF) requirements under the Paris Agreement. The programme strengthens institutional arrangements and technical capacities to establish systems for measuring, reporting and verification (MRV) and monitoring and evaluation (M&E) in the agriculture and land use sectors.

The Scaling up Climate Ambition on Land Use and Agriculture through Nationally Determined Contributions and National Adaptation Plans (SCALA) programme, led by FAO and UNDP, supports countries to translate their Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) priorities into transformative climate actions in the land use and agriculture sectors. Both programmes facilitated a wider exchange of experiences and best practices that allowed participants to learn from each other through virtual exchanges, in collaboration with other partner agencies and organizations. This event was the result of the collaboration between the two programmes to support countries in responding to their climate commitments.
