
The SCALA programme will be showcased at three sessions co-organized by UNDP and FAO at the 9th APAN Forum under the theme of ‘Food and Agricultural systems”. The Forum is held in person at the UN Economic and Social Commission for Asia and the Pacific (UNESCAP) in Bangkok.
Session 1: From Fragmentation to Convergence: Indigenous and Local Action for Climate-Resilient, Nutrition-Sensitive Food Systems

This side event will highlight the disproportionate impacts on smallholders, women, Indigenous Peoples, and rural communities, while emphasizing their roles as stewards of resilient, nature-based food systems. The session will explore how integrated policies and cross-sectoral collaboration—across agriculture, health, water, nutrition, and social protection—can strengthen climate adaptation and food security. Through inclusive dialogue among policymakers, ministers, and communities, the event aims to break silos, promote accountability, and advance community-led and Indigenous knowledge-based solutions to build resilience for all.
Session 2: Scaling up implementation of NAPs to ensure transformational adaptation

This session will introduce the updated UNFCCC NAP technical guidelines, launched at NAP Expo 2025, which integrate the global goal on adaptation (GGA) and the latest IPCC science. Targeting Asia-Pacific governments and stakeholders, it will explore how countries can use the guidelines to advance NAP development and implementation, particularly in achieving GGA targets on sustainable food and nutrition security. The event will provide practical insights from country experiences, discuss sectoral priorities in food and agriculture, and identify areas needing further support. It will also examine how the guidelines can strengthen resource mobilization, scale up implementation, and address capacity-building needs across adaptation planning.
Session 3: From Evidence to Action: Enabling Transformational Adaptation in Agrifood Systems

This session will focus on advancing transformational adaptation in agriculture to ensure resilient livelihoods and sustainable food systems amid growing climate risks in Asia and the Pacific. It will bring together governments and partners to share knowledge on how to translate commitments in NDCs and NAPs into systemic changes in agrifood practices and policies. Drawing on recent climate risk analyses and evidence of adaptation actions, the event will highlight enabling conditions, barriers, and lessons for scaling evidence-based approaches. By fostering cross-country learning and partnerships, the session aims to bridge gaps between science, policy, and practice to accelerate transformational adaptation across the region.
