NAP IMPLEMENTATION ALLIANCE

National Adaptation Plans (NAPs) are key policy tools for planning medium- and long-term adaptation measures. They guide countries in preparing for the impacts of climate change by identifying actions and priorities to build resilience across sectors and communities. Even though they were formally established under the Cancun Adaptation Framework at COP16, NAPs are much more than reporting instruments to the UNFCCC. They aim to reduce vulnerability and integrate adaptation into wider national development and economic growth strategies. 

As of September 2026, over 79 developing countries have officially submitted their NAP, but many more are advanced in the process. As more countries move from planning to implementation, the challenge is no longer developing adaptation plans. It’s translating them into investment plans, coordinated action and measurable results.     

About the Alliance

The NAP Implementation Alliance (NIA) was launched at COP30 in 2025 under the Brazilian Presidency's Action Agenda, in partnership with UNDP, Italy and Germany, and in collaboration with the NDC Partnership and the NAP Global Network, to help accelerate the implementation of National Adaptation Plans.      

The Alliance brings together national and subnational governments, multilateral institutions, multilateral development banks, vertical funds, investors, insurers, philanthropies, technical support providers, think tanks, research institutions, civil society organizations, and other private sector stakeholders to strengthen collaboration, improve coordination and help countries move from adaptation planning to implementation.

By creating stronger connections across the global adaptation ecosystem, the Alliance aims to help countries access the technical support, partnerships and financing needed to deliver adaptation priorities at scale.

Alliance objectives

The NAP Implementation Alliance focuses on three complementary areas to help countries implement their National Adaptation Plans.

1. Foster global collaboration on NAP implementation
2. Strengthen collaborative processes and coordination mechanisms to accelerate NAP implementation
3. Promote private sector engagement in adaptation and financing NAPs

Collaboration with the private sector

The Alliance will engage with the private sector under Objective 3 through another COP30 Action Agenda initiative, Fostering Investable National Implementation (FINI) for Adaptation and Resilience, led by the Atlantic Council and the Natural Resources Defense Council (NRDC). FINI brings together public- and private-sector stakeholders to help scale up investment in adaptation and resilience.

The National Adaptation Plan Implementation Alliance is an open, collaborative platform that welcomes engagement from governments, subnational entities, multilateral organizations, development partners, climate funds, development banks, philanthropies, technical assistance providers, think tanks, research institutions, civil society and private sector stakeholders committed to accelerating National Adaptation Plan implementation.

By joining the NAP Implementation Alliance, countries and organizations become part of a growing community working to accelerate the implementation of National Adaptation Plans. Membership offers opportunities to connect with a diverse community of actors who are working on adaptation implementation, exchange knowledge, experience and practical lessons, and learn from different approaches and tools. Members can also identify opportunities for collaboration, increase the visibility of their work on adaptation, and contribute to shaping a collaborative agenda for NAP implementation. Through participation in NIA activities and exchanges, members can further strengthen connections across existing initiatives and networks.
