Mozambique has made important progress in advancing climate adaptation, including the adoption of its National Adaptation Plan (NAP) in 2023, yet significant challenges remain in translating its priorities into coordinated and scalable action.
This project aims to strengthen the national ecosystem for adaptation planning and implementation by addressing persistent institutional, technical, and financial barriers that limit effective delivery of the NAP and Local Adaptation Plans (LAPs). By enhancing institutional coordination, building technical and human capacities, improving climate data systems and knowledge management, and mobilizing sustainable finance, the project will support a shift from planning to implementation. In doing so, it will help integrate adaptation priorities across national, sectoral, and local development processes, fostering a more coherent, inclusive, and resilient approach to managing Mozambique’s evolving climate risks.
The Green Climate Fund approved the project in June 2025.

Mozambique’s National Adaptation Plan (NAP) project builds on the country’s strong policy foundation, including its NAP, updated Nationally Determined Contribution (NDC), and long-standing experience with Local Adaptation Plans (LAPs), to strengthen how climate adaptation is coordinated and delivered across all levels of government. The project will support the updating and alignment of national, sectoral, and local plans, while improving collaboration between ministries, institutions, and local authorities. By establishing clearer coordination mechanisms and strengthening regulatory frameworks, it aims to ensure that climate adaptation priorities are consistently integrated into development planning and that efforts across sectors are more coherent, inclusive, and effectively implemented.
A key focus of the project is improving the use of data and evidence to guide adaptation decisions. This includes strengthening national systems for tracking progress on adaptation, integrating climate considerations into planning and budgeting processes, and expanding the availability of reliable, up-to-date climate and vulnerability data. Sector-specific and regional assessments will help identify the most pressing risks and opportunities, while enhanced knowledge-sharing platforms will ensure that information is accessible to decision-makers at all levels. Together, these efforts will enable more targeted, efficient, and scalable adaptation actions that respond directly to Mozambique’s diverse climate risks.
The project also seeks to unlock greater participation from the private sector in building climate resilience. By developing supportive policies, financial incentives, and practical guidance, it will create an enabling environment for businesses and financial institutions to invest in adaptation solutions. Targeted capacity-building initiatives will help strengthen understanding of climate risks and opportunities, equipping stakeholders with the tools needed to engage in adaptation planning and financing. This approach aims to diversify sources of investment, foster innovation, and build partnerships that extend beyond the public sector.
Finally, the project will help translate strengthened planning and improved data into concrete, finance-ready adaptation initiatives. It will introduce structured approaches to identify and prioritize adaptation actions based on clear criteria, while supporting the development of high-quality concept notes to attract funding. By building a stronger pipeline of investment-ready projects and aligning them with national priorities, the project will enhance Mozambique’s ability to mobilize climate finance and implement impactful adaptation measures at scale, ultimately contributing to a more resilient and climate-prepared future.
