Bhutan’s urban centers of Thimphu and Paro are rapidly urbanizing, and communities are facing increasing risks from flooding, landslides, water scarcity, forest fires, and other climate impacts that threaten both lives and infrastructure. To address these challenges, the Enhancing Climate Resilience of the Urban Landscapes and Communities in Thimphu–Paro Region of Bhutan (ECRUL) Project has been launched as a six-year initiative funded by the Global Environment Facility Least Developed Countries Fund (LDCF) and implemented by the Royal Government of Bhutan in partnership with UNDP. The project focuses on reducing climate risks through nature-based solutions, improved water and watershed management, climate-resilient infrastructure, and inclusive urban planning. By upgrading early warning systems, restoring critical watersheds and springsheds, and strengthening institutional capacity, ECRUL aims to enhance resilience for more than 146,000 residents and support inclusive, safe, sustainable, and adaptive urban development.
