The Rwanda Meteorology Agency in collaboration with the World Meteorology Organization (WMO) and UNDP have secured a 4-year funding of US$3.5 million from the Systemic Observations Financing Facility (SOFF). The goal of the project is to enhance Rwanda’s meteorological capabilities, fostering international collaboration, and bolstering resilience to weather and climate-related challenges.

The key objectives of the SOFF project include to close the basic weather and climate observations data gap; and to engage in the international exchange of observational data through the Global Basic Observing Network (GBON) of the WMO.

The Rwanda Meteorology Agency will spearhead the project's execution, with UNDP serving as the Implementing Entity and collaboration with the WMO for technical support and guidance.

Expected outcomes

Output 1: GBON Institutional and Human Capacity Development

  • Conduct national consultations involving civil society organizations (CSOs) and relevant stakeholders.
  • Develop the institutional capacity of the National Meteorological and Hydrological Services (NMHS) required to operate the GBON network.
  • Enhance the human capacity of NMHS to effectively operate the GBON network.

Output 2: GBON Infrastructure Implementation

  • Establish new land-based stations equipped with necessary equipment, ICT systems, data management systems, and standard operating practices.
  • Upgrade existing land-based stations to ensure improved functionality, ICT integration, data management, and adherence to standard operating practices.
