This national drought study is an effort to develop and propose nationally adopted drought indicators for the country, integrating global academic literature and technical reports on drought in Cambodia. Village vulnerability and climate risk index for East Nusa Tenggara, conducted under the project 'Strategic Planning and Action to Strengthen Climate Resilience of Communities in Nusa Tenggara Timor province (SPARC). The report finds that while village vulnerability levels in NTT Province generally declined between 2005 and 2011, if efforts are not made to improve the resilience, vulnerability will likely increase in the future. Adaptation efforts or programs need to be done as early as possible and prioritized in villages with medium to very high climate risks.

The implementation of climate change adaptation activities under the SPARC provide lessons on adaptation efforts, from planning to action. The SPARC offers learnings  which can be grouped into: 1) issues in implementation, 2) awareness on climate change impacts, 3) rules and actions on CCA at the local level, and 4) mainstreaming CCA into local government programs and budget allocations.
